Kamu Diplomasisi Tekniği Olarak Kültürel Diplomasi: Yunus Emre Enstitüsü Örneği

Öz

Kamu diplomasisinin en önemli amaçlarından biri, resmî diplomasi dışında ancak resmî diplomasiyle paralel olarak birey ve devletin çıkarını korumak ve olası krizlerin negatif etkilerini minimuma indirmektir. Bahse konu amaç kapsamında ülkeler kamu diplomasisinin özüne hizmet eden faaliyetler yürütmeye özen göstermektedir. Birçok ülkenin doğrudan ya da dolaylı olarak bu faaliyetleri yürüten kurum ve kuruluşları vardır. Yunus Emre Enstitüsü, Türkiye’de bu amaca yönelik faaliyet gerçekleştiren önemli kurumlar arasında yer almaktadır. Etki alanı oldukça geniş olan Yunus Emre Enstitüsü, gerçekleştirdiği uygulamalarla Türkiye’nin tanıtım ve itibarına ciddi katkılar sunmakta ve birçok ülkede yürüttüğü faaliyetlerine her geçen gün bir yenisini eklemektedir. Bu çalışmada kamu diplomasisinin alt dalı olarak kabul edilen kültürel diplomasi ve onun bir uygulayıcısı olan ve 2009 yılında faaliyete geçen Yunus Emre Enstitüsü’nün kültürel diplomasi uygulamaları ele alınmıştır. Böylelikle Yunus Emre Enstitüsü’nün Türkiye’nin kültürel diplomasisine dolayısıyla kamu diplomasisine sağladığı katkılar vurgulanmıştır. Çalışma kapsamında, 2017-2022 yılları arasındaki faaliyet raporları incelenerek YEE’nin değişik coğrafyalarda birçok ülkede gerçekleştirdiği kültürel diplomasi faaliyetleri bazı örnekler üzerinden gösterilmiştir.

Cultural Diplomacy as a Technique of Public Diplomacy: The Case of the Yunus Emre Institute

Öz

One of the most important objectives of public diplomacy is to protect the interests of the individual and the state outside official diplomacy but in parallel with official diplomacy and to minimize the negative effects of possible crises. Within the scope of this purpose, countries pay attention to carry out activities that serve the essence of public diplomacy. Many countries have institutions and organizations that directly or indirectly carry out these activities. Yunus Emre Institute is among the important institutions in Turkey that carry out activities for this purpose. The Yunus Emre Institute, which has a very wide sphere of influence, makes significant contributions to Turkey’s promotion and reputation with the practices it carries out and adds a new one to its activities carried out in many countries every day. In this study, cultural diplomacy, which is accepted as a sub-branch of public diplomacy, and the cultural diplomacy practices of Yunus Emre Institute, which is a practitioner of cultural diplomacy and which started its activities in 2009, are discussed. Thus, the contributions of Yunus Emre Institute to Turkey’s cultural diplomacy and thus to public diplomacy are emphasized. Within the scope of the study, the annual reports for the years 2017-2022 were analyzed and the cultural diplomacy activities of the Yunus Emre Institute in many countries in different geographies were shown with some examples.
