Avrupa Birliği Ülkelerinde Yeni Trend: Engelli Emeklilik Sistemi Öncesinde Rehabilitasyon

Öz

Dezavantajlı gruplar sorun yaşadıkları alanlarda sosyal politikalara ihtiyaç duymaktadırlar. Bu bağlamda engelli bireylerin engelli emeklilik sistemine dahil olarak engelli maaşına hak kazanmaları onların temel ihtiyaçlarını karşılamaları açısından faydalı görülebilir. Fakat istihdama katılmaları sonucu iş yaşamının getirileri açısından değerlendirildiğinde maddi kazancın ötesinde daha büyük pozitif çıktılar elde ettikleri tespit edilmiştir. Engelli emeklilik sistemine yönelen kişi sayısı konusunda yaşanan artış açısından eleştiriler dikkate alındığında engelli emeklilik sistemine dair olumlu örneklerin detaylı bir şekilde incelenmesi ve politika önerileri sağlanması ihtiyacı doğmuştur. Bu anlamda Avrupa Birliği üyesi ülkelerin başarılı örnekler olduğu belirtilmektedir. Dolayısıyla bu çalışmanın amacı Avrupa Birliği üyesi ülkelerdeki mevcut engelli emeklilik sistemi ve bu sistem içerisinde yer alan rehabilitasyon süreçlerinin tartışılması yolu ile politika önerileri sağlamaktır. Bu anlamda Avrupa Birliği üyesi ülkelerin engelli maaşı alma konusundaki kriterleri artırdığı, engelli emeklilik sistemini cazip olmaktan çıkardığı ve engelli bireyleri rehabilitasyon süreçleri ile güçlendirerek istihdama dahil ettiği görülmektedir.
