Güvenlik Paradigmasının Dönüşümü ve 21.Yüzyılda Uluslararası Güvenliğin Yeni Gündemi

Abstract

In the 21st century, international security agenda has formed a completely new appearance with the developments in global politics. For many years, international security has been evaluated in the context of state sovereignty and military power, with a realism-centered and traditionalist perspective. With the end of the Cold War, however, international security has undergone a paradigm shift and it has evolved into an area where human security, migration, pandemics, transnational crimes, ethnic conflicts and many other issues are given priority. In this article, firstly, the transformation of the security paradigm is explained within the scope of the debates between international security theories. In the following parts, threats against the continuity of liberal international order, technology-security relationship and environmental threats are analyzed and the article discusses how and in which aspects these issues have shaped the new agenda of international security in the 21st century.
