Mülkiyet hukukunun evrimi, dışsallıkları içselleştirmek doğrultusunda süregiden bir arayışın itimiyle gerçekleşmektedir: üretken çabayla ilişkilendirilen pozitif dışsallıklar ve ortak sahiplikteki kaynakların kötü kullanımıyla alakalı negatif dışsallıklar. Teorik olarak, ve kimi zaman da pratik olarak, maliyetler zaman içinde içselleştirilmektedir. Gittikçe insanlar başkalarının hataları ve talihsizliklerinin değil kendi hataları ve talihsizliklerinin maliyetini ödemektedir
