The Appearance of Budget Right in The Presidential System of Turkey and Comparison with Latin American Countries
Abstract
As a result of the constitutional amendments made by Law No. 6771 in 2017, government system has been changed and the presidential government system was introduced in Turkey. Along with this change, the budgetary system has also changed and the executive gained significant power in terms of the approval of the budget. It was considered that this situation would have serious drawbacks in terms of separation of powers, balance-control and budget right. Latin American countries are selected for comparison in terms of those states implementing the presidential system, common features of these countries in terms of budget right are set out, and the comparison with Turkey’s new government system is provided. As a result, it is observed that Turkey switched to a similar system with Latin American countries where the executive is powerful, and accordingly recommendations are highlighted as to strengthen legislation in Turkey.
