Sovyetler Birliği’nde Dil Politikası

Öz

20. yüzyılın başlarında dünyayı derinden sarsan en önemli siyasî olayın Rusya’da gerçekleşen 1917 Ekim Devrimi, diğer bir ifadeyle Bolşevik İhtilali olduğunu söyleyebiliriz. Tabiî bu ihtilalin en önemli neticesi ise 1922 yılında Sovyetler Birliği’nin kurulması olmuştur. Birlik’in kurulması ise en çok Türk Dünyası’nı etkilemiştir. Rusya’nın hâkim ve kurucu üye sıfatıyla uyguladığı milletler politikası ve bunun başat unsuru olan dil politikası Türk dillerini derinden etkilemiştir. Diğer bir ifadeyle Sovyetler Birliği örneği dile iradî müdahalenin en çarpıcı örneklerini sergilemiştir. Yazı sistemlerinden kelime hazinesine kadar Rusça dışındaki bütün diller bu politikalardan köklü bir şekilde etkilenmiştir. Bu makalede Sovyetler Birliği’nde uygulanan dil politikası incelenecektir. Birlik dağıldıktan sonra bağımsızlıklarına kavuşan ülkelerde uygulanan “tersine” denebilecek dil politikalarına da değinilecektir

Language Policy in the Soviet Union

Öz

It can be said that one of the most convulsive political incidence happened in the world in the begining of 20th century was the October Revolution, ie. Bolshevik Revolution in Russia. The most important consequence of this revolution was the establishment of Soviet Union in 1922. The establishment of the Union had affected mainly the Turkic World. The nationality policy and its major part the language policy implemented by Russia as a founder and dominant member had radically affected Turkic languages in the Union. In other words, the experience of Soviet Union illustrates the most didactic examples of deliberate intervention on language. From writing systems to vocabularies, all the languages in the Union, except Russian, had been dramatically affected by these policies. This article examines the language policy implemented in Soviet Union
