Prof. Dr. Hüseyin Dalgar was born in 1978 in Bucak, Burdur. He graduated top of his class from Süleyman Demirel University in 2000 with a degree in Business Administration. He completed his master’s in 2002 and his Ph.D. in 2006 at the same university. He became an associate professor in 2012 and a full professor in 2017.
Starting his career as a lecturer in 2003, Prof. Dalgar held various administrative roles at Bucak Hikmet Tolunay Vocational School and Burdur Mehmet Akif Ersoy University. Between 2017 and 2023, he served as vice-rector, leading significant projects.
In 2023, he was appointed as the Rector of Burdur Mehmet Akif Ersoy University by a Presidential decree. Prof. Dalgar has authored around 40 articles and papers, along with 3 books during his academic career.

Dragan Pamucar is a Full Professor at the University of Belgrade, Faculty of Organizational Sciences. Dr. Pamucar received a PhD in Applied Mathematics specializing in Multi-criteria modeling and soft computing techniques from the University of Defence in Belgrade, Serbia, in 2013 and an MSc degree from the Faculty of Transport and Traffic Engineering in Belgrade in 2009. His research interests include computational intelligence, multi-criteria decision-making problems, neuro-fuzzy systems, fuzzy, rough, intuitionistic fuzzy set theory, and neutrosophic theory. Application areas include a wide range of logistics and engineering problems. Dr. Pamucar has five books and over 220 research papers published in SCI indexed International Journals, including Experts Systems with Applications, Applied Soft Computing, Soft Computing, computational Intelligence, Computers and Industrial Engineering, Engineering Applications of Artificial Intelligence, IEEE Transactions on Intelligent Transportation Systems, IEEE Transactions of Fuzzy Systems, IEEE Transactions on Transportation Electrification, Information Sciences and research and so on, and many more. According to Scopus and Stanford University, he is among the World's top 2% of scientists as of 2020 and 2021. According to WoS and Clarivate, he is among the top 1% of highly cited researchers in 2022 and 2023.

Prof. Dr. Abdulkerim Çalışkan, lisans öğrenimini 1993 yılında Ankara Üniversitesi Siyasal Bilgiler Fakültesi Kamu Yönetimi Bölümü’nde; yüksek lisans öğrenimini 1995 yılında Afyon Kocatepe Üniversitesi’nde; doktora öğrenimini ise 2001 yılında ise Dokuz Eylül Üniversitesi’nde tamamlamıştır. Akademik kariyerine Afyon Kocatepe Üniversitesi’nde başlayan Prof. Dr. Çalışkan, burada uzun yıllar çeşitli görevlerde bulunmuş; 2014 yılında doçent, 2021 yılında ise profesör unvanını almıştır. Hâlen Ankara Hacı Bayram Veli Üniversitesi İktisadi ve İdari Bilimler Fakültesi Maliye Bölümü’nde öğretim üyesi olarak görev yapmaktadır.
Prof. Dr. Çalışkan, T.C. Üniversitelerarası Kurul Başkanlığı Genel Sekreterliği, Cumhurbaşkanlığı Hükümet Sistemi Yerel Yönetimler Uyum Komisyonu üyeliği, rektör danışmanlığı ve çeşitli yerel yönetimlerde danışmanlık gibi idari görevlerde de bulunmuştur. İngilizce bilen Çalışkan’ın uzmanlık alanları arasında sosyal refah, kamu maliyesi, yerel yönetimler, süreç yönetimi, kamuda performans ölçümü ve kriter geliştirilmesi yer almaktadır.
