The economic problems that have arisen since the 1980s have brought about deterioration in the health status of individuals and society all over the world. As a result, countries have produced a number of policies in order to achieve better health status. Turkey has not been far from this policy and in the early 1990s, it has started to develop policies. In this scope the Health Transformation Program, one of the most important initiatives, was put into practice in 2003. This program includes the provision of health services as well as the employment of health personnel. Along with the Health Transformation Program, the recruitment of contracted healthcare personnel has increased considerably, under the influence of liberalization. This study which aims to give a critical evaluation about the Health Transformation Program by those who are academicians in the field of Health Management, have been examined through qualitative interviews on the points of view of Health Transformation Program. The most emphasized and assessed as importance issues that participants put forward have been the provision of healthcare services, the needs and expectations of healthcare providers within the scope of Health Transformation Program. In addition, it has been mentioned that the referral system and family medicine practice could not function and the inadequacy of employment in the field of health management.
