RELATIONALITY BETWEEN LIBERAL DOCTRINE AND LOCAL GOVERNMENTS: A THEORETİCAL ANALYSİS

Öz

Liberalism, one of the contemporary political ideology, has been first begun to be used in political terminology in 19th century. In the middles of 18th century, liberal thought, which firstly arises in France and England, and which is known “laissez faire, (let them leave to do)” generally developed as a reaction to mercantilist thought. Liberalism constitutes the fundamental philosophical and intellectual foundations of modern world. It is a form of thought shaped in parallel with developments in modern world as well as in forming the basic paradigm behind the developments of modern world. The societies based on liberalism shaping the living style of new world have pioneered to the values emerging in the world today; kept the political balances of world in their
hands; formed the center of world economy; and created a great welfare and richness for their own citizens. Today, none of the societies closed to the liberal thoughts in the political and economic sense could create the political and economic richness created by the societies having liberal philosophy. In this study carried out, the form of liberal thought and the reasons of success of thought under consideration will be studied. Liberal thought has adopted a decentralisation-oriented administration system. Democracy, equality, pluralism, and freedom are basic principles of liberal ideology and local domain is the place where these values are used optimally. However liberal thought’s universalisation of local government system by ignoring non-Western world is the focal point of criticisms levelled at liberal thought. In this study, liberal way of thinking and the causes of the success of this, and liberalism and local government relationship as doctrines consolidating each other will be discussed.

Liberal Öğreti Ve Yerel Yönetimlerin İlişkiselliği: Teorik Bir İnceleme - Relationality Between Liberal Doctrine And Local Governments: A Theoretical Analysis

Öz

Çağdaş politik öğretilerden biri olan liberalizm terminolojide ilk kez 19. yüzyılda kullanılmaya başlanmıştır. 18. yüzyıl ortalarında Fransa ve İngiltere’de ortaya çıkan ve “laissez-faire”-“bırakınız yapsınlar” kavramıyla anılan liberal düşünce genel olarak merkantalist düşünceye tepki şeklinde gelişmiştir. Liberalizm modern dünyanın temel felsefi ve düşünsel temellerini oluşturmaktadır. Reform hareketleriyle başlayan yeni dünyanın yaşama biçimini şekillendiren liberalizmi temel alan toplumlar bugün dünyada yükselmekte olan değerlere öncülük etmekte, dünyadaki siyasi dengeleri ellerinde bulundurmakta, dünya ekonomisinin merkezini oluşturmakta ve kendi vatandaşlarına büyük bir refah ve zenginlik yaratmaktadırlar. Liberal düşünce ademi merkeziyet odaklı bir yönetim sistemini benimsemiştir. Demokrasi, eşitlik, çoğulculuk, özgürlük liberal ideolojinin temel değerleridir ve bu değerlerin optimum kullanıldığı yer yerel alandır. Ancak benimsemiş olduğu yerel yönetim sistemini Batı dışı dünyayı göz ardı ederek evrenselleştirmesi, liberal ideolojiye yönelik eleştirilerin odak noktasını oluşturmaktadır. Hazırlanan bu çalışmada liberal düşünce biçimi ve sözkonusu düşüncenin başarısının nedenleri ile birbirini güçlendiren öğretiler olarak liberalizm yerel yönetim  ilişkisi irdelencektir.
