For many years, Ottoman statesmen have been involved in various reform attempts to restore the state to its former glory. First of all, the military field was reformed and Europe's science and technique was applied to military vehicles. But it was not possible to prevent military defeats. The army has failed even to suppress the rebellion of the Governor of Egypt, Mehmet Ali Pasha. The Egyptian issue is one of the most intense issues of the Ottoman Empire. Mustafa Reşit Pasha went to France as a middle ambassador for the solution of the Egyptian problem from the first day. In this context, the view of Mustafa Reşit Pasha who had an influence on the formation of the Tanzimat and his view on the Egyptian issue and the meaning he had placed on the Tanzimat to try to solve this problem were tried to shed light on the meaning of the Tanzimat Edifice more than imitating or pleasing Europe. In this study, which was formed by the evaluation of the findings obtained from qualitative research methods, the literature was reviewed and various opinions were compared and interpreted. The main expectation of Mustafa Reşit Pasha in the declaration of the Tanzimat is to solve the Egyptian problem and the Tanzimat is not a period serving the aspirations of Europe. Due to the insufficiency of the resources dealing with the Egyptian issue, it was aimed to fill the gap in this area.
