Örgütsel Polis Sapmasına Karşı Örgütsel Polis Bütünlüğü Perspektifinden Kuzey Kıbrıs Türk Cumhuriyeti Polis Örgütü Üzerine Nicel Bir Araştırma

Öz

Kuzey Kıbrıs Türk Cumhuriyeti'nde (KKTC) Polis Örgütünün polis sapmasına ilişkin kurumsal görüşü şudur; polis sapması, meslekte henüz olgunlaşmamış genç ve deneyimsiz polis mensuplarından kaynaklanan bireysel boyutta bir sorundur. Bu görüş çürük elma teorisi ile örtüşmektedir. Ancak birçok ülkede yapılan bilimsel araştırmalar, polis sapması sorununun sadece bireysel boyutta değil, grupsal ve hatta örgütsel boyutta da bir sorun olduğunu göstermektedir. Bu çalışma, polis sapmasının KKTC özelinde örgütsel boyutta bir sorun olup olmadığını polis bütünlüğü perspektifinden keşfetmek amacıyla yapılmıştır. Çalışmada yöntem olarak nicel araştırmanın tarama modelinin genel ve ilişkisel tarama türleri kullanılmıştır. Çalışmanın veri toplama tekniği ankettir. Ankette, polis bütünlüğü ölçeğinin ilk versiyonu yer almaktadır. Araştırmanın örneklemini, KKTC Polis Örgütünde çalışan 1767 polis oluşturmaktadır. Araştırma sonuçlarına göre, katılımcılar, polis sapma davranışlarına karşı kendilerini meslektaşlarından daha fazla ciddiyet algısına sahip görmektedirler. Katılımcıların çoğunluğu, senaryoların çoğunda, betimlenen sapma davranışlarını, kurumlarının resmi kurallarının ihlal edilmesi şeklinde doğru olarak değerlendirmişlerdir. Katılımcıların çoğunluğu, senaryoların çoğunda, betimlenen sapma davranışlarını sergileyen bir polis mensubuna, farklı disiplin cezalarının verilmesini beklemelerine ve desteklemelerine rağmen, yalnızca dört senaryoda sergilenen davranış için polis mensubuna meslekten çıkarma cezasının verilmesini beklediklerini ve desteklediklerini belirtmişlerdir. Polis sapma davranışlarını üstlere bildirme istekliliği yönünden ise araştırma bulguları, ankete katılanların büyük çoğunluğunun, en az ciddi bir sorun olarak gördükleri davranışları sessizlik koduyla koruma olasılıklarının, kendilerine göre meslektaşlarından daha yüksek olduğunu ortaya çıkarmıştır.

A Quantitative Study on The Police Organization of The Turkish Republic of Northern Cyprus from The Organizational Police Integrity Perspective Against Organizational Police Deviance

Abstract

The institutional view of the Police Organization in the Turkish Republic of Northern Cyprus (TRNC) regarding police deviance is that police deviance is an individual problem arising from young and inexperienced police officers who are not yet mature in the profession. This view coincides with the rotten apple theory. However, scientific studies conducted in many countries show that the problem of police deviance is not only an individual problem, but also a group and even organizational problem. This study was conducted to explore whether police deviance is an organizational problem in the TRNC from the perspective of police integrity. In the study, general and relational survey types of the quantitative research survey model were used as a method. The data collection technique of the study is questionnaire. The questionnaire includes the first version of the police integrity scale, which measures the perceptions of the police officers against the scenarios of eleven police deviance behaviour from seven different aspects. The sample of the research consists of 1767 police officers working in the TRNC Police Organization. According to the results of the research, the participants perceive themselves as having a more serious perception about the police deviance behaviours than their colleagues. The majority of respondents correctly rated the deviant behaviors described as violating the official rules of their organization in most of the scenarios. The majority of the participants stated that they expected and supported the dismissal of a police officer for the behavior exhibited in only four scenarios, although they expected and supported different disciplinary sanctions for a police officer who exhibited the deviant behavior described in most of the scenarios. In terms of the willingness to report police deviance behaviors, the research findings revealed that the vast majority of participants were more likely than their colleagues to protect behaviors that they perceived as the least serious problem with the code of silence.
