Evaluations on the Transformation of Nation-State and Public Administration in the Process of Globalization
Abstract
Globalization, which has been particularly experienced in the 21st century and characterized by rapid transformations, is used to explain the new world order and its fundamental foundations. This concept, which is not limited to a specific field, derives its power from its impact on the world. Globalization has had its greatest impact on national structures. The nation-state, which is the political form of national structures, has both paved the way for the phenomenon of globalization and evolved as a result of it. When the relationship between globalization and the nation-state is evaluated on a historical level, it can be observed that the interaction between these two phenomena dates back to the 16th and 17th centuries when liberal ideology emerged. Today, this relationship continues as structures that support and enhance each other through various mechanisms. The continuity of these two structures is ensured by public administration, which is the governance system of the state. In this process, public administration functions as a system that integrates and harmonizes globalization and the nation-state. This study aims to examine the impact of the relationship between globalization and the nation-state on the change in public administration. First, basic information about liberalism is provided, and the individualistic and libertarian state, limited minimal state, welfare state, and small but powerful state theses of this ideology are evaluated. Then, the impact of conservatism-neoconservatism, new-right, and these developments on Turkish public administration is examined. In this context, efforts to empower the state in governance, increasing effectiveness of civil society in governance, tendencies towards democratization and localization in governance are discussed as part of the changes in Turkish public administration.
