Volunteer Participation in Public Service Delivery: Benefits and Problems

Öz

In recent years, the use of volunteers in the in the provision with public services has been increasing. There are some benefits and issues of volunteers taking part in the delivery of public services. While using volunteers in service delivery provides some important benefits to governments, such as saving costs, doing better with existing resources, increasing public support, and providing services that are not possible otherwise, better communication with the public; it may also raise some problems, such as not having enough funds for the volunteer program, causing misconceptions about the number of personnel needed, causing conflict between staff and volunteer and providing insurance to volunteers. The main purpose of this study is to evaluate the benefits and issues of volunteer participation in public service delivery by presenting empirical studies in this field. In the study, it is stated that the benefits and issues of volunteer participation in service delivery can vary from unit to unit that utilize volunteers; factors such as the size of the institution, environmental factors, political environment, legal environment, social structure, the attitudes of the staff and managers towards volunteers, and volunteer management affect the success of the volunteer program.

Kamu Hizmetlerinin Sunumunda Gönüllü Katılım: Faydalar ve Sorunlar

Öz

Son yıllarda kamu hizmetlerinin sunumunda gönüllülerden yararlanılması giderek artmaktadır. Gönüllülerin kamu hizmetlerinin sunumunda yer almasının bazı faydaları ve sorunları bulunmaktadır. Hizmet sunumunda gönüllülerden faydalanılması yönetimlere maliyet tasarrufu sağlama, var olan kaynaklarla daha iyisini yapabilme, kamu desteğini artırma, başka türlü mümkün olmayan hizmetleri sağlama, halkla daha iyi iletişim kurma gibi bazı önemli faydalar sağlarken; gönüllü programı için yeterli fonun olmaması, gerçekte ihtiyaç duyulan personel sayısına ilişkin yanılgılara yol açması, personel ve gönüllü arasındaki çatışmanın olması, gönüllülere sigorta sağlanması gibi bazı sorunları da gündeme getirebilmektedir. Bu çalışmanın temel amacı da kamu hizmet sunumunda gönüllü katılımının faydalarını ve sorunlarını bu alanda yapılan ampirik çalışmalardan da faydalanarak değerlendirmek oluşturmaktadır. Çalışmada, hizmet sunumuna gönüllü katılımın faydalarının ve sorunlarının gönüllülerden faydalanan birimlerden birimlere değişiklik gösterebileceği; gönüllü programının başarısını, kurumun büyüklüğü, çevresel faktörler, siyasi çevre, yasal çevre, toplumun yapısı, kurumdaki personelin ve yöneticilerin gönüllülere ilişkin tavırları, gönüllü yönetimi gibi etmenlerin etkilediği ifade edilmiştir.
