Finlandiya’da Güvenlik ve Sağ Siyaset: Denge ve Tarafsızlık

Öz

Finlandiya’daki sağ siyasetin tarihsel dönüşümünü, ülkenin Rusya’ya coğrafi yakınlığı, güvenlik kaygıları ve uluslararası dinamikler çerçevesinde inceleyen bu makale, analizinde Hobson’un tarihsel sosyoloji modelini temel almaktadır. Bu modelin kullanımı, tarihsel olayları bağımsız ve kopuk olgular olarak değerlendirme yanılgısı olan kronofetişizm ile günümüzün özelliklerini geçmişe yansıtma hatası olarak bilinen “temposentrizm”den kaçınmayı sağlamaktadır. Finlandiya’daki sağ hareketlerin yükselişi, ülkenin özgün siyasal gelişim süreci bağlamında tarihsel bir perspektifle ele alınmaktadır. Makale, Finlandiya’nın siyasi gelişimini, İsveç yönetiminden Rus egemenliğine geçiş sürecinden itibaren inceleyerek bu tarihsel dönemlerin ülkenin siyasi yapısını nasıl şekillendirdiğini ortaya koymaktadır. Soğuk Savaş döneminde uygulanan “Paasikivi-Kekkonen Doktrini”nin, tarafsızlık politikasını koruma çabalarının yanı sıra radikal sağın önünü keserek merkezci koalisyon geleneğini pekiştirdiği vurgulanmaktadır. 20. yüzyılın sonlarında yaşanan neoliberal dönüşümler ve Avrupa Birliği’yle bütünleşme süreci bağlamında, sağ popülizmin yükselişi analiz edilmekte ve 2011 seçimlerinde Gerçek Finler Partisi’nin başarısıyla somutlaşan etkileri değerlendirilmektedir. Finlandiya’daki siyasi değişimlerin genellikle gecikmeli ancak ani sıçramalarla gerçekleştiği, bu yönüyle İskandinavya’daki daha geniş kapsamlı siyasal dönüşümleri takip ettiği sonucuna ulaşılmaktadır. Elde edilen bulgular, Finlandiya’daki sağ siyasetin dönüşümünün büyük ölçüde güvenlik kaygıları, jeopolitik gerçeklikler ve tarihsel koşullarla şekillendiğini ortaya koymaktadır.

Security and Right-Wing Politics in Finland: Balance and Neutrality

Öz

This article explores the historical transformation of right-wing politics in Finland, considering the country’s geographical proximity to Russia, security concerns, and international dynamics. The analysis is grounded in Hobson’s historical sociology model, which helps avoid the fallacies of chronofetishism, treating historical events as isolated and disconnected, and temposcentrism, the erroneous projection of contemporary characteristics onto the past. The article examines the rise of right-wing movements in Finland through a historical lens, emphasizing the country’s distinctive political development. It traces Finland’s political trajectory from the period of Swedish rule through its transition to Russian sovereignty, highlighting how these phases shaped the nation’s political structure. The Paasikivi–Kekkonen Doctrine, implemented during the Cold War, is discussed in terms of its role not only in maintaining Finland’s neutrality but also in curbing the rise of the radical right and fostering a tradition of centrist coalitions. The study further analyzes the emergence of right-wing populism in the context of the late-20th-century neoliberal transformations and Finland’s integration into the European Union, with particular attention to the 2011 electoral success of the True Finns Party. The article concludes that political change in Finland often occurs with a delay but manifests as abrupt shifts, in line with broader political transformations across Scandinavia. Overall, the findings suggest that the evolution of right-wing politics in Finland has been significantly shaped by security imperatives, geopolitical realities, and historical context.
