European Security in Transition: Comparative Analysis of the Aspirant Western Balkan Countries’ Alignment with the EU’s Emerging Security Architecture

In light of the recent geopolitical tensions arising from the Russia-Ukraine war, the EU has initiated new initiatives in its security structure. In line with 2022 Strategic Compass and March 2025 White Paper, the EU has undergone a transition in its security structure in pursuit of enhancing military capabilities of member states, strengthening defense industry and proactive security cooperation, complementary to NATO. Western Balkans, as key partners to the EU, play a crucial role in its emerging security structure due to their strategic location, historic ties to the EU member states, and the recent geopolitical dynamics. This paper investigates how the aspirant countries of the Western Balkans have responded to these new initiatives of European security and defense, particularly focusing on their foreign policy alignment with the EU, formal security and defense partnerships with the EU, their participation in EU CSDP missions, and hybrid threat measures. To this end, the study employs a qualitative content analysis of EU country reports of the Western Balkan countries between 2023-2025 in a comparative perspective. The findings of the study reveal significant divergence among aspirant Western Balkan countries in their alignment with the recent EU security initiatives, mainly influenced by their domestic political environments and geopolitical dynamics, which in turn impact their EU accession prospects and regional stability.
