With the Summit of Helsinki in December 1999 the relations between EU&Turkey has gained a new dimension. According to the decision made in the summit, it is stated that Turkey would be given equal status with the other candidate-countries and negotiations for full membership of Turkey would begin, provided taht Turkey fulfills the political criteria of Copenhagen. From this point of view, legislative modifications made to fulfill these criteria indicate the determination of Turkey for full membership. Turkey has made significant progress with the seven legislative reform packages adopted so far. However, EU Commission emphasizes that making these modifications will not be sufficent, as far as they are not put to practice. For the moment, it seems that the process of reforms should be completed within 2004, since the final decision to begin the negotiations for full membership of Turkey will be given at the end of 2004.
