LİBERALİZM VE YEREL YÖNETİMLER

Öz

Local Government has been an essential link between the Central government and the people, and one of the characteristics therefore of al! the States that have made the modern world. Local government has evolved, moreover, along with the evplution of government as a whole. Since Local Government, like ali public administration in the modern State, is essentially a creature of law, its political theory has been to a large extent identical with its legal philosophy. Democratic theory, as it has evolved from classical liberalism in Victorian times, centres on representative government to fulfil its ainıs of liberty, etpıality and fraternity. By local government is generally meant a System of territorial units with defıned boundaries, a legal identity, an institutional structure, powers and duties laid down in general and special statutes and a degree of financial and other autonomy. This Points are important for local government, liberal theory and democratic theory.
