Öz

Toplumsal yaşantının temel dinamiklerinden birisi olan ‘toplumsal kontrol’ süreçleri, küreselleşme ile birlikte git gide etkisini yitiren bir pozisyona sürüklenmektedir. Toplumsal değişimi dengeleyen kontrol mekanizmaları, hızlı ve yoğun teknolojik ve ekonomik dönüşümlerin yaşandığı küresel dünyada aşınmaktadır. Mevcut çalışmanın temel tartışma konusunu teşkil eden risk toplumu da, küresel dünyada ortaya çıkan sosyal ve ekonomik risklerin geniş bir toplumsal tabanda hissedilmesini ve toplumsal kontrolün riskler aracılığıyla aşınmasını konu eden bir kavramdır.

Çalışmada, risk toplumu kavramı ile toplumsal kontrol mekanizmalarının etkinliği arasındaki negatif korelasyonun bazı teorik ve pratik görünümlerine ışık tutmayı amaçlanmıştır. Bu amaç doğrultusunda, giriş denemesi niteliğinde olması planlanan bu çalışmanın ilk bölümünde sosyal kontrol süreci açımlanmıştır. Takip eden bölümde Beck’in Risk Toplumu başlıklı eserine yapılan atıflar ışığında kavrama dair detaylı bir analize gidilmiş ve toplumsal kontrolün dönüşümüne dair teorik alt yapı oluşturulmuştur. Son bölümdeyse, toplumsal kontrol mekanizmalarının 21. Yüzyılın risk toplumunda meydana gelen hangi değişmeler ve gelişmeler aracılığıyla aşındığı, bazı süreçler ve pratik örnekler özelinde açıklanmıştır.

Introduction to the Transformation of Social Control within the Scope of Ulrich Beck’s Conceptualization of Risk Society

Öz

The processes of ‘social control’, which are one of the basic dynamics of social life, have been drifting towards a position that looses its effectiveness by globalization. Control mechanisms that balance the social change have beaen eroded in global World where fast and intensive technological and  economic changes have been experience. Risk society, which constitutes the main discussion point of the current study, is a concept that deals with the perceiving of the social and economic risks occur in global World in a wider society and eroding of social control through risks.

In study, it was proposed to shedding light on the theoretical and practical phenomena regarding negative correlation among the concept of risk society and the effectiveness of social control mechanisms. In the direction of this target, in the first section of this study, which is supposed to be an introductory work, social control mechanisms have been explained. In the following section, detailed analyses have been made on the concept by frequent references to Beck’s work, Risk Society, so theoretical substructure regarding the transformation of social control has been prepared. In the last section, it has been investigated how the social control mechanism were overcome through the changes and developments that took place in the risk society of the 21st century by considering some specific processes and practical examples.
