Parliament serves as a bridge which provides communication between voters and the state in a representative democracy. Besides this function, parliament also makes laws and carries the elite class to power. Although lawmaking is seen as the most important function of a parliament, actually carrying ordinary citizens to the decision making process within the state apparatus is the most important function of the parliament. The sociological profile of parliaments is important and it affects the way they carry out this function. Functions of parliaments change in accordance with the way they represent the society. A high level of representation increases the support to the parliament by the people, which makes is easy for the people to embrace the decisions of the parliament. When we look at the Turkish parliaments, we see the same situation. It is seen that the higher the representative level of the parliament is, the more successful the parliament in general is also. Since the representative level of parliaments in our country has been low, parliament’s role in our society is incessantly a subject of discussion.
