Military Reform Efforts of Mahmut Shevket Pasha and a Turning Point in the Sports History of Turkey: The Cavalry Riding and Exercise School
Abstract
Mahmut Shevket Pasha is a general who served as the Governor of Kosovo and the Commander of the 3rd Army in Thessaloniki in the last periods of the Ottoman Empire. The main incident that caused him to be recognized by whole country and get an influential position in politics and state history is the March 31st Incident. He entered the new cabinet as the Minister of War on January 12, 1910, and resigned from this mission when he was heavily criticized for the decisions he took in the rebellion in Albania on July 9, 1912. Later on, when the government was overthrown by the Union and Progress Party, he was appointed as the Prime Minister (Grand Vizier), also as the Minister of War. But after a short period, he was killed as a result of assassination. Despite the fact that there were severe negative conditions, he gave great importance for military reforms both as a minister and a prime minister. One of his important reforms was the opening a new school in 1911, the Cavalry Riding and Exercise School. This school was a pioneer not only for military riders but also for all civilian ones, which made enable Turkish riders to take part in olympic games and different levels international competitions.
