Core Curriculum Debates in Israel in the Context of State Funding

Öz

Debates on core curriculum are one of the important phenomena that provide insight to the structure of the state and society in Israel. The Israeli education system consists of public schools, recognized schools and exempt schools. In state schools, the core curriculum is implemented at a rate of 100%. Although Israeli law requires recognized schools to implement the core curriculum at a rate of 75% and exempt schools at a rate of 55% to re-ceive a budget from the state, there is an unclear picture of how much the core curriculum is implemented in these schools. Various segments of socie-ty, primarily secularists and nationalists, have raised serious criticisms on the issue asking “why do these schools continue to receive budget from the state despite not implementing the core curriculum?” and have applied to various authorities for the provided budget to be cancelled. As a result, the Ministry of Education started working on a core curriculum that will be im-plemented in all types of schools and for which state funding will be pro-vided according to the rate of implementation. The fact that the recognized and exempt schools mostly belong to Haredi (Ultra-Orthodox) groups has concentrated the discussions on these groups that provide only religious education (Tanakh education). The core curriculum debates are related to many issues such as the state’s right to control, the autonomy of schools, state financing, and the religious sensitivities of different groups. In this arti-cle, the core curriculum discussions that were sparked by a petition submit-ted to the Israeli Supreme Court by the founder of a secular NGO in 1999 are discussed as an issue that concerns all of Israeli society in line with the news reported in the press, cases brought to court, reports of various auton-omous organizations, and the decisions made by the Ministry of Education as a result. The arguments of those who insist on the implementation of the core curriculum in all schools and those who oppose it are presented. The differing reactions of the Haredi community are examined.

İsrail’de Devlet Finansmanı Bağlamında Çekirdek Müfredat Tartışmaları

Öz

Çekirdek müfredat tartışmaları, İsrail’in devlet ve toplum yapısı ile ilgili fikir veren önemli olgulardan biridir. İsrail eğitim sistemi, devlet okulu (resmi eğitim), tanınmış okul ve muaf okul kategorilerden oluşmaktadır. Devlet okul-larında çekirdek müfredat %100 oranında uygulanmaktadır. Tanınmış okul-ların devletten bütçe alabilmeleri için %75, muaf okulların %55 oranında çekirdek müfredatı uygulama zorunluluğu kanunlarda yer almasına rağ-men bu okullarda çekirdek müfredatın ne kadar uygulandığı ile ilgili belirsiz bir görüntü hakimdir. Sekülerler ve ulusalcılar başta olmak üzere toplumun çeşitli kesimleri “çekirdek müfredatı uygulamadıkları halde bu okulların neden hala devletten bütçe almaya devam ettikleri” noktasında ciddi eleşti-riler getirmişler ve sağlanan bütçenin durdurulması için çeşitli mercilere başvurmuşlardır. Neticesinde Eğitim Bakanlığı, tüm okul türlerinde uygula-nacak ve devlet bütçesinin de uygulanma oranına göre sağlanacağı bir çe-kirdek müfredat konusunda çalışmalar başlatmıştır. Tanınmış ve muaf okul-ların çoğunlukla Haredi (Ultra-Ortodoks) gruplara ait olması, tartışmaları sadece dini eğitim (Tanah eğitimi) veren bu gruplar üzerinde yoğunlaştır-mıştır. Çekirdek müfredat tartışmaları, devletin denetim hakkı, okulların özerkliği, devlet finansmanı, farklı grupların dini hassasiyetleri gibi pek çok mevzu ile ilişkilidir. Bu makalede seküler bir STK kurucusunun İsrail Yüksek Mahkeme’sine 1999 yılında verdiği dilekçe ile alevlenen çekirdek müfredat tartışmaları, basına yansıyan haberler, mahkemeye taşınan davalar, çeşitli özerk kuruluşların raporları ve neticesinde Eğitim Bakanlığı tarafından alı-nan kararlar doğrultusunda İsrail toplumunun tümünü ilgilendiren bir mevzu olarak ele alınmıştır. Çekirdek müfredatın tüm okullarda uygulan-ması konusunda ısrar edenlerle karşı çıkanların argümanları ortaya kon-muştur. Haredi (Ultra-Ortodoks) toplumun farklılaşan tepkileri incelenmiştir.
