There have been many works on political theories in Islamic thought,
some of which have the character of mirrors for princes (fürstenspiegel)
that advise the rulers how to rule, how to cope with the crisis conditions or
chaos management and how to struggle for power. The examples of this
genre are İbn Zafer’s Sulvan al-Mutâ’ fî ‘udvân al-atbâ’ı and Turtûşî’s
Sirâcu’l-mulûk. Some others philosophy about the character of politics and
give the main features of the ruler such as Fârâbî’s Fusûlu’l-madanî and
el-Madîna al-fâdıla; Juwaini’s Gıyâs al-umem fi iltiyâs az-zulam,
Dawwanî’s Ahlâk-ı Calâlî, Ibn Jamâ’a’s Tahrîr al-ahkâm fî tadbîri ahl al-
Islâm and Ibn al-Fîrûz’s Gurrat al-baydâ. Some works deal with much
more comprehensive structure of the state including bureaucratic one, the
examples of which are Siyâsatnâma of Nizamulmulk and Kutadgu Bilig of
Yusuf Has Hajib. On the other hand, we have scholars who did not directly
tackle this matter but indirectly commented on it through interpreting
the key terms related to the politics like itaat, ulu’l-amr, shûra, al-amr bi’l
ma’rû va’n-nahy ani’l-munkâr, adl, hukm, khilâfa, bay’a, walâya, mulk,
amn, etc., Ibn Taymiyya is the outstanding example of these scholars who
did not author any specific treatise on the subject but contributed extensively
while interpreting related terms. In this paper we will analyze
Mâturîdî’s ideas on ulu’l-amr which is among the hot debates in political
agenda. In his aloofness with the state and in his insistence on the rule of
law represented by the values and norms, Mâturîdî has the same sensitivity
when interpreting the term ulu’l-amr.
