EDUCATIONAL SUPERVISION IN THE RESTRUCTURING PROCESS OF PUBLIC ORGANIZATIONS AND THE CHAOTIC SITUATION: External and Internal Audit and Supervision Boards*

Abstract

Environmental and technological developments and globalization compel organizations to change and lead them to a common understanding. 5018 numbered Budget Fiscal Control Law, which was prepared to serve for this purpose, stipulates external and internal audit units to be constituted for ensuring an accountable and clear supervision. However, as it has been seen at most of the public organizations, there is a coincidence of authority and duty between the supervision units at the Ministry of National Education such as; Supervision Board of Ministry, Presidency of Primary Education Supervisors and internal supervision unit. This research elucidates this chaotic situation at the supervision and presents a model.

Öz

Çevresel, teknolojik gelişmeler ve küreselleşme, örgütleri değişime zorlamakta ve ortak bir anlayışa itmektedir. Bu amaçla hazırlanan 5018 Sayılı BütçeMali Kontrol Kanunu; kamu örgütlerinde hesap verebilir, şeffaf bir denetimisağlamak için dış ve iç denetim birimlerinin oluşturulmasını öngörmektedir.Ancak birçok kamu örgütünde olduğu gibi, Millî Eğitim Bakanlığı’ nda daBakanlık Teftiş Kurulu, İlköğretim Müfettişleri Başkanlığı ve iç denetim birimigibi denetim birimleri arasında yetki ve görev çakışması bulunmaktadır. Buaraştırma; denetimdeki bu kaotik durumu açıklığa kavuşturmakta ve bir modelsunmaktadır
