THE COMPETENCIES OF PRINCIPALS IN PERFORMING THE FUNCTIONS OF HUMAN RESOURCES MANAGEMENT
Abstract
The aim of this research is to determine and assess teachers’ views about the competencies of primary school principals in
performing the functions of human resource management. For this aim, firstly, a general conceptual framework on the
importance of human resources in organizations and the management of human resources in educational organizations was
presented. In the study, school principals’ competencies related to human resource management were examined under three
categories: a) training-development, b) integration, and c) assessment. Results indicated that although school principals
supported teachers about their career and personal development, they did not have enough application on these issues and
did not supply guidance for teachers properly. According to findings, it is seen that the primary school teachers in this
study perceived school principals as unsuccessful at creating a positive competition environment among themselves and
participating them into decision making processes. In addition, teachers’ perceptions showed that school principals did not
have a clear approach in assessing the performance of teachers. It is considered that a participative school climate based on
a clear communication is necessary for using human resources effectively at schools.
