In this article, the recent historical process of Turkish Public Administration is evaluated and it is questioned how ready it is for change. As it is known, the developments in the world in recent years have caused the public administration to be questioned again. In this context, it has been witnessed that the new public management approach, which meets more common grounds with private sector management techniques and practices, has found a place in place of the accepted theories and applied methods since the beginning of the twentieth century. The study in this context, Turkey in particular, the emergence of the discipline of public administration, development and effects of internal and external factors will be assessed by considering today. First of all, the roots of Turkish Public Administration from the Ottoman Empire to the present will be examined, then the developments after the declaration of the Republic will be discussed. After this theoretical groundwork, developments in the country's multi-party period, the process of reforms in public administration, foreign expert reports, the establishment of the State Planning Organization, projects done during this period, the post-1980 structural transformation policies and recent public administration reforms will be subjected to a detailed assessment.
