THE RELATIONSHIP BETWEEN FOREIGN TRADE DEFICIT AND BUDGET DEFICIT IN KYRGYZSTAN

Öz

The budget balance and the current account are the main indicators of the economic stability of the state. A simultaneous deficiency of these accounts and their influence on each other is called "twin deficit hypothesis". The poor condition of the real sector as well as the external openness of the economy contributes to the problem of twin deficits in Kyrgyzstan. Studying twin deficits makes it possible to determine the right course of fiscal and currency policies. The rapid growth of the budget deficit and the current account in the post-Soviet Kyrgyzstan in the transition period, especially in recent years, as well as little-studied relationship of these two deficits make this a temporary issue. The aim of this paper is to empirically study the hypothesis of twin deficits in the Kyrgyz economy and to develop possible solutions to these problems. For this purpose, firstly a regression analysis was made, and the results showed that the growth of the budget deficit by $ 1 leads to an increase in foreign trade deficit to $ 0.83. In other words, it empirically proves that in the economy of Kyrgyzstan the Keynesian view of the twin deficits holds and the growth of government spending directly increases imports. This result was confirmed by the Granger causality test between these two variables. Secondly the method of vector autoregression (VAR) was used to investigate the relationship between variables such as budget expenditure, gross domestic product, consumer price index, exchange rate of the som to the dollar, import, export and net transfers. The results of this analysis showed that change in government spending adversely affects exports. While imports in the long run remain unchanged. To solve the problem of the twin deficits, the state must pursue an active foreign trade policy in addition to fiscal policy, as it is proven empirically, the state budget deficit has a substantial impact on the trade deficit

Kırgızistan’da Bütçe Açığı ile Dış Ticaret Açığı İlişkisi

Öz

Bir ülkenin bütçe dengesi ve cari işlemler dengesi o ekonominin istikrarlılığının en temel göstergelerinden sayılır. Bu iki göstergede eş zamanlı açığın ortaya çıktığı ve arasında bir ilişkinin bulunduğu duruma “ikiz açık hipotezi” denir. Kırgızistan ekonomisinde reel sektörün zayıf durumda olması ve dığer yandan da ekonominin yüksek oranda dışa açık olması ülkede ikiz açık sorununu meydana gertirmiştir. Bu konunun araştırılması ülkenin mali ve döviz politikalarının yönlerinin doğru tespit edilmesine imkan sağlayacaktır. Sovyet sonrası ekonomilerin biri olan Kırgızistan‟da da özellikle son yıllarda bütçe açığı ile cari işlemler açığının çok hızlı artmaya başlaması ve bugüne kadar bu iki açığın arasındaki ilişkinin yeterli kadar araştırılmamış olması ikiz açık sorununun incelenmesini güncel kılmaktadır. Bu bağlamda sözkonusu çalışmada Kırgızistan ekonomisi için ikiz açık hipotezini empirik yönden araştırarak bu açıklar sorununun çözümünde bazı önerilerin getirilmesi amaçlanmıştır. Öncelikle regresyon analizi yapılarak bütçe açığındaki 1 dolarlık bir artışın dış ticaret açığını 0,83 dolara artıracağı tespit edilmiştir. Diğer bir ifadeyle, Keynesyen görüşün dolaysız yolunun Kırgızistan ekonomisi için geçerli olduğu ve devlet harcamalarındaki artışın doğrudan ithalatı artırmakta olduğu empirik olarak ispatlanmıştır. Ayrıca bu iki değişken arasındaki ilişki Granger Nedensellik Testi ile incelenerek bu ilişkinin yönünün doğru olduğu tasdik edilmiştir. Daha sonra bütçe harcamaları, Gayri Safi Yurtiçi Hasıla, tüketici fiyat endeksi, döviz kuru, ithalat, ihracat, yurtdışında çalışan işçiler tarafından transfer edilen işçi gelirleri gibi konuyla ilgili göstergelerin arasındaki ilişkiler vektör otoregresyon (VAR) yaklaşımıyla analiz edilmiştir. Bu analiz sonuçlarına göre kamu harcamaları hem ihracatı, hem de ithalatı etkilemektedir. Kamu harcamalarındaki negatif değişme ihracatı azaltıcı etki yaratmaktadır, ithalat da kamu harcamalarındaki negatif değişmeden kısa dönemde pozitif/negatif etkilendiği halde genel olarak değişmemektedir. Yapılan tüm analizlerin sonucunda kamu bütçesinin açığının dış ticareti etkilemekte olduğu ortaya konduğu için, devlet tarafından bu iki açığı düzeltmek amacıyla maliye politikası ile beraber aktif dış ticaret politikasının da uygulanması önerilmiştir
