AN INTERCULTURAL ANALYSIS OF THE CONCEPT OF PSYCHOLOGICAL SAFETY IN EDUCATIONAL INSTITUTIONS: EXAMPLES FROM TÜRKİYE, JAPAN, AND CHINA

Öz

This study examines the concept of psychological safety in educational institutions and presents a cross-cultural analysis based on the cases of Türkiye, Japan, and China. Psychological safety refers to a shared belief that individuals can express ideas, ask questions, and make mistakes without fear of negative social consequences. In schools characterized by intensive human interaction, psychological safety plays a critical role in teachers’ professional learning, collaboration, and openness to innovation. However, the ways in which psychological safety is constructed and experienced vary significantly across cultural contexts. The study first outlines the theoretical foundations of psychological safety and then discusses the influence of culture on organizational behavior. In Türkiye, a centralized education system and relatively high power distance cause psychological safety to depend largely on school principals’ individual leadership practices. In Japan, psychological safety is shaped less by open criticism and more by group harmony, implicit communication, and long-term relational trust. In China, influenced by Confucian values, psychological safety is supported through protective and fair leadership, while open dissent remains limited. The comparative findings indicate that psychological safety is a universal organizational need, yet it does not emerge through identical behavioral indicators across cultures. Therefore, policies and practices aimed at enhancing psychological safety in educational institutions should be designed with cultural sensitivity, recognizing local norms, values, and leadership traditions in school organizations worldwide comparative education research.
