The Mosquitoes or the Swamp? A Critical Assessment of the ILO Strategies Regarding the Elimination of Child Labour

The exploitation of child labour has some historical and structural characteristics. However, thedebates and the policies proposed by InternationalLabour Organization ILO regarding eliminationof worst forms of child labour focus on the problemat a local level rather than addressing the issue interms of its structural aspects. The above-mentioned local level is related to the categorization ofthe worst forms of child labour as a problemmainly specific to underdeveloped countries. Inthis paper, this problem is considered as an issue ofthe mode of production rather than a problem ofunderdevelopment. This argument is being defended through explanation of the basic characteristics of capitalism

SİNEKLER Mİ YOKSA BATAKLIK MI? ILO’NUN ÇOCUK EMEĞİYLE MÜCADELE STRATEJİSİNE YÖNELİK ELEŞTİREL DEĞERLENDİRME

Öz

Çocuk emeğinin sömürüsü, tarihsel ve yapısal niteliğe sahiptir. Uluslararası Çalışma Örgütü ILO tarafından çocuk emeğinin en kötü biçimlerinin ortadan kaldırılmasına yönelik yürütülen tartışmalar ve ortaya konulan çözüm önerileri ise, sorunu yapısal boyutlarıyla ele almaktan çok yerel düzeye odaklamaktadır. Sözü edilen yerel düzey, çocuk emeğinin en kötü biçimlerinin, ağırlıklı olarak azgelişmiş kapitalist ülkelerin sorunuymuş gibi sınıflandırılmasıyla bağlantılıdır. Bu metinde, çocuk işçiliğinin, azgelişmişlik-gelişmişlik sorunu olmanın ötesinde, bir üretim tarzı sorunu olduğu öne sürülmektedir. Bu sav, kapitalizmin temel nitelikleri açıklanarak savunulmaktadır.
