THE DIGITAL TRANSFORMATION OF THE STATE IN THE TRIANGLE OF TECHNOLOGY, ECONOMY, AND POLITICS: FROM E-GOVERNMENT TO U-GOVERNMENT

Contemporary dominant technology-centric interpretations of the digitalization of government tend to overlook its economic and political dimensions, largely due to a deterministic approach that assumes technological developments lead to outcomes in and of themselves. This study aims to highlight and partially address this deficiency by focusing on the concept of the ‘u-government’, which some regard as the ultimate phase of ‘e-government’, and by discussing the economic and political rationality underpinning the digitalization of government. The study argues that the current uses of digital technologies in public administration are not an inevitable result of a technological process and therefore not ‘politically neutral’, but rather an essential component of a neoliberal process of ‘the transformation of the state’.

Öz
Devletin dijitalleşme sürecine ilişkin günümüzdeki hâkim teknolojik okumalar, teknolojik gelişmelerin kendiliğinden sonuçlara yol açtığına dönük determinist bir yaklaşımla çoğunlukla sürecin ekonomik ve siyasi veçhelerini yok sayma eğilimindedir. Bu çalışma böyle bir eksikliğe işaret etmek ve kısmen bu boşluğu doldurmak amacıyla devletin dijital dönüşümü sürecinde kimilerince ‘e-devlet’in nihai aşaması olarak gösterilen ‘u-devlet’ kavramını eksen alarak devletin dijitalleşmesinin ekonomik ve siyasi rasyonalitesini tartışmaya açmaktadır. Çalışmada dijital teknolojilerin devlet hayatındaki mevcut kullanım biçimlerinin hiç de sanıldığı gibi teknolojik bir sürecin kaçınılmaz bir sonucu ve dolayısıyla ‘siyaseten tarafsız’ olmadığı, gerçekte neoliberal bir ‘devlette dönüşüm’ sürecinin esaslı bir bileşeni olduğu iddia edilmektedir.
