TÜRKİYE’DE REEL DÖVİZ KURU VE İŞSİZLİK İLİŞKİSİ: 2003-2012

Öz

İki ülke mallarının göreli fiyatını gösteren reel döviz kuru, ihracat ve ithalatın en önemli belirleyicilerinden biridir. Kuramsal olarak, rekabetçi bir döviz kurunun ihracatı ve dolayısıyla üretimi tetikleyerek işsizlik oranında bir azalmaya neden olduğu kabul edilir. Türkiye ekonomisinde son on yılda yüksek büyüme rakamlarına rağmen işsizlik oranında kayda değer bir azalış olmamasının bir nedeni olarak döviz kurundaki gelişmeler gösterilebilir. Türkiye’de reel döviz kurunun işsizlik üzerindeki etkisini 2003:1-2012:3 dönemi için analiz etmeye çalıştığımız bu çalışmada, reel döviz kuru ile işsizlik arasında negatif bir ilişki olduğu tespit edilmiştir. Bu sonuç, yüksek istihdam ve büyüme gibi amaçlara ulaşmada izlenecek döviz kuru politikalarının önemini ortaya koymaktadır.

Öz

Real Exchange rate which gives the relative price of domestic and foreign goods is one of the main determinants of the export and import. Theoretically, it is accepted that a competitive exchange rate leads to a decrease in unemployment rate by encouraging export and consequently the production. Despite the high growht rates of Turkish economy in the past decade, there has been no significant decline in unemployment rates. One reason for that might be related with the exchange rate levels. In this paper, it is aimed to investigate the impact of real exchange rate on unemployment for Turkish economy over the period of 2003-2012. Our empirical findings suggest that there is a negative relationship between the real exchange rate and unemployment. This evidence highlights the importance of exchange rate policies in order to achieve high employment and growth
