Post-2016 Stadiums in Turkiye: The Gap Between Sustainability Discourse and Urban Reality

The increasing impacts of global climate change are largely driven by rising resource consumption, with the construction sector accounting for approximately 38% of global greenhouse gas emissions. Stadiums -primarily constructed to host football matches and characterized by limited use throughout the year- occupy a critical position in sustainability debates due to their high construction costs, extensive land use, and significant environmental impacts. In this context, adopting a balanced approach that integrates economic, environmental, and social dimensions of sustainability has become essential in stadium planning and design processes. Turkiye’s signing of the Paris Agreement in 2016 marked a significant milestone in terms of national sustainability objectives, increasing the importance of evaluating the sustainability performance of stadiums designed and constructed after this date. Accordingly, this study examines a total of eleven stadiums built in Turkiye after 2016, focusing on their relationship with the city, levels of urban accessibility, patterns of use, and the adequacy of non‑football functions. A qualitative research methodology was employed, involving semi‑structured interviews with fifteen participants comprising stadium investors, project owners, and operators. The interviews primarily focused on location decisions and the potential for non‑football uses. The findings indicate that the majority of stadiums were reconstructed on their existing sites, that accessibility is predominantly dependent on road‑based transportation -thereby increasing carbon emissions- and that both the diversity and frequency of non‑football activities remain highly limited. Based on these findings, the study argues that future stadium projects should be conceived as climate‑responsive, multifunctional public spaces that are more strongly integrated into urban life and actively used throughout the year. In this regard, the study proposes strategic approaches aimed at strengthening social, economic, and environmental sustainability in stadium planning, design, and operation.

Türkiye’de 2016 Sonrası Stadyumlar: Sürdürülebilirlik Söylemi ile Kentsel Gerçeklik Arasındaki Kopukluk

Öz

Küresel iklim değişikliğinin etkilerinin artmasında kaynak tüketimindeki yükseliş önemli bir rol oynamakta olup, inşaat sektörü küresel sera gazı emisyonlarının yaklaşık %38’ini oluşturmaktadır. Temelde futbol karşılaşmalarına hizmet etmek üzere inşa edilen ve yıl içinde oldukça sınırlı bir kullanım oranına sahip olan stadyumlar; yüksek maliyetleri, geniş alan kullanımları ve çevresel etkileri nedeniyle sürdürülebilirlik tartışmalarında kritik bir konumda yer almaktadır. Bu bağlamda, stadyum planlama ve tasarım süreçlerinde ekonomik, çevresel ve sosyal sürdürülebilirlik boyutları arasında dengeli bir yaklaşım benimsenmesi gerekmektedir. Türkiye’nin 2016 yılında Paris Anlaşması’nı imzalamasıyla birlikte sürdürülebilirlik hedefleri açısından önemli bir eşik aşılmış; bu tarihten sonra tasarlanan ve inşa edilen stadyumların sürdürülebilirlik performanslarının değerlendirilmesi giderek daha fazla önem kazanmıştır. Bu çalışmada, 2016 sonrasında Türkiye’de tasarlanarak inşa edilen 11 stadyuma dair; sürdürülebilir mi, kentle nasıl ilişki kuruyor, ne kadar erişilebilir, yıl boyunca ne kadar aktif kullanılıyor, futbol dışındaki işlevleri yeterli mi sorularına cevap aranmıştır. Araştırmada nitel araştırma yöntemi kullanılmış; 3 farklı kategorideki (yatırımcı, müellif, işletmeci) 15 katılımcıyla yarı yapılandırılmış görüşmeler gerçekleştirilmiştir. Görüşmeler, ağırlıklı olarak stadyumların yer seçimi kararları ve futbol dışı kullanım potansiyelleri üzerine odaklanmıştır. Elde edilen bulgular, stadyumların büyük çoğunluğunun mevcut konumlarında yeniden inşa edildiğini, ulaşımın ağırlıklı olarak karayoluna dayandığını ve bu durumun karbon salımını artırıcı bir etki yarattığını ortaya koymaktadır. Ayrıca, futbol dışı etkinlik çeşitliliği ve kullanım sıklığının oldukça sınırlı olduğu tespit edilmiştir. Bu durum sürdürülebilirlik söylemine rağmen Türkiye’de 2016 sonrası stadyum planlama ve uygulama süreçlerinde geleneksel yaklaşımların devam ettiğini ve iklim hedefleri ile pratikler arasında belirgin bir uyumsuzluk bulunduğunu ortaya koymaktadır. Bu sonuçlara dayanarak çalışma; gelecekteki stadyum projelerinin iklim değişikliğine duyarlı, çok işlevli, kentle bütünleşik ve yıl boyunca aktif kullanılan kamusal mekânlar olarak tasarlanmasına yönelik stratejik öneriler geliştirmekte; sosyal, ekonomik ve çevresel sürdürülebilirliğin güçlendirilmesine vurgu yapmaktadır.
