Rural Development Supports of the EU for Candidate and Potential Candidate Countries
Abstract
It is noteworthy that in the vast majority of countries that are candidates for EU membership, potential candidates, or have become EU members through IPARD support, the share of agriculture in GDP and agricultural employment in total employment has gradually decreased between 2000 and 2023. However, in some of these countries, these shares are still significantly higher than in developed countries. Under these circumstances, IPARD support can be expected to contribute to reducing regional development disparities and promoting rural development in these countries. Development of rural areas is a comprehensive issue that cannot be addressed solely with the agricultural sector. Therefore, policies for rural development should be developed by considering other aspects of the issue and other sectors in addition to agriculture. Within this framework, policies for rural development are being developed, and various programs are being implemented in Türkiye. One such program is the Instrument for Pre-Accession Assistance Rural Development (IPARD). Two programs, IPARD I (2007-2013) and IPARD II (2014-2020), were implemented in Türkiye, and donation were provided to project owners at specific rates. Konya and Karaman provinces also benefited from IPARD supports.
