REFAH DEVLETLERİNİN DİNAMİK DENGESİ: SOSYAL HARCAMALAR İÇİN GELENEKSELLİK ENDEKSLERİNİN HESAPLANMASI

Öz

Son yirmi yılda birçok çalışma refah devletlerinin geleceği üzerine odaklanmıştır. Bu kaçınılmaz olarak ideal refah devletlerinin ya da rejimlerinin ne olması gerektiğinin sorulmasına neden olmaktadır. Bu çalışma bu sorulara yanıt verebilmek için refah devleti rejimlerinin teorik bir incelemesini sunmakta ve kamu sosyal harcamalarının dinamiğini 1986-2009 döneminde araştırmak için birikimli harcama deneyim fonksiyonunu kullanmaktadır. Birincisi tek ve ideal bir refah devleti rejiminin olmadığı ve ikincisi de refah devletinin en önemli göstergesi olan sosyal harcamaların bütün refah rejimleri için geleneksel yapılarını koruduğu olmak üzere özellikle iki önemli sonuç ortaya çıkmıştır.
