Ecological mapping of higher education internationalisation policy in Türkiye: The Council of Higher Education’s policy discourse

Öz

This article examines how the internationalisation of higher education in Türkiye is constructed in CoHE-centred national policy discourse. It analyses policy documents published by the Council of Higher Education (CoHE) using Bronfenbrenner’s Ecological Systems Theory. It asks how CoHE’s internationalisation policy discourse is configured across the micro, meso, exo, macro and chrono layers, with the international student at its centre. Methodologically, the study combines qualitative document analysis with directed (deductive) qualitative content analysis. Nine CoHE-published policy texts (2007–2025) were coded using a theory-driven framework with indicators for each ecological layer. Findings show a layered governance architecture. At the micro level, the documents define student-facing touchpoints such as admission (TR-YÖS), language provision, accommodation, mobility, and the “Study in Türkiye” information infrastructure. At the meso level, they emphasise coordination units and workflows inside universities and between universities and public bodies, including YÖKSİS-based verification. At the exo level, they highlight external instruments such as scholarships, protocols, and quality and recognition arrangements. At the macro and chrono levels, the discourse promotes a national “attraction hub” vision and quality-assurance-oriented governance, supported by strategy periods and cyclical monitoring and reporting regimes. However, while some documents acknowledge curriculum-oriented approaches, curriculum-embedded and learning-outcome-oriented dimensions are not consistently translated into explicit targets, indicators, or procedures, particularly at the micro level. The findings are reported at the level of policy discourse and do not constitute evidence of lived student experience.
