KARABÜK’ÜN İLK MİLLETVEKİLLERİNDEN HAYRETTİN DİLEKCAN VE MECLİS FAALİYETLERİ (1995-1999)

6 Haziran 1995 tarihinde ilçeden il konumuna dönüştürülen Karabük, Türkiye’nin 78. ili olarak tarihteki yerini almıştır. Karabük’ün il olmasından 6,5 ay gibi kısa bir süre sonra 24 Aralık 1995 tarihinde yapılan milletvekili genel seçimlerinde Karabük’ün ilk milletvekilleri belirlenmiştir. Bu seçim sonucunda, Meclisin 20.Döneminde Karabük’ü temsil edecek 3 milletvekilinden birisi Refah Partisi (RP)’nden milletvekili seçilen Hayrettin Dilekcan olmuştur. Hukuk fakültesi mezunu olan Hayrettin Dilekcan, memurluk, savcılık ve avukatlık görevlerinde bulunmuştur. Hayrettin Dilekcan, milletvekili seçimini kazanarak Karabük’ün ilk milletvekillerinden biri olarak tarihteki yerini almıştır. Bu çalışmada, Karabük’ün ilk üç milletvekilinden birisi olan Hayrettin Dilekcan’ın biyografisi ile Meclisin 20.Döneminde yapmış olduğu önergeler, kanun teklifleri, komisyon çalışmaları ve konuşmalarının ortaya çıkarılması amaçlanmıştır. Hayrettin Dilekcan’ın, Meclis’in 20.Döneminin 1.Yasama yılında 10, 2.Yasama yılında 10, 3.Yasama yılında 30 ve 4.Yasama yılında 11 önerge olmak üzere toplamda 61 önergede imzası bulunmaktadır. Meclisin 20.Döneminde Hayrettin Dilekcan 8 kanun teklifine katkı sağlamıştır. Meclisin 20.Döneminde Komisyon üyeliklerinde ise, Dilekçe Komisyonu Üyeliği, Dilekçe Komisyonu Sözcü Üyeliği, Meclis Araştırma Komisyonu Üyeliği, Anayasa Komisyonu Üyeliği, Anayasa Komisyonu Kâtip Üyeliği, Anayasa ve Adalet Komisyonları Üyelerinden Kurulu Karma Komisyon Üyeliği görevlerinde bulunmuştur. Mecliste 9 konuşma gerçekleştirmiş olup bu konuşmalar; Adalet Bakanlığı bütçesi, Yargıtay bütçesi, erken seçim yapılmasına dair öneri, Batı Karadeniz Bölgesinde yaşanan sel felaketinden etkilenenlerin durumları, Başbakan Mesut Yılmaz, Bayındırlık ve İskân Bakanı Yaşar Topçu ve Devlet Eski Bakanı Eyüp Aşık hakkında Meclis soruşturması açılmasına dair önerge ile bazı kanunlarda değişiklik ve düzenleme yapılmasına ait kanun teklifleri üzerinedir. Böylece, Hayrettin Dilekcan’ın Meclisin 20.Döneminde hangi konular üzerine faaliyetler yürüttüğü belirlenerek tarih alanına katkı sağlanacak olmasının yanı sıra bu çalışmanın görevine devam eden milletvekilleri ile gelecekteki milletvekillerine de ışık tutacağı düşünülmektedir.

Karabük, which was transformed from a district to a province on June 6, 1995, took its place in history as the 78th province of Turkey. In a short period of 6.5 months after Karabük became a province, the first deputies of Karabük were determined in the general elections held on December 24, 1995. As a result of this election, one of the 3 deputies to represent Karabük in the 20th Term of the Assembly was Hayrettin Dilekcan, who was elected as a deputy from the Welfare Party (RP). Hayrettin Dilekcan, who graduated from the faculty of law, worked as a civil servant, prosecutor and lawyer. Hayrettin Dilekcan won the parliamentary election and took his place in history as one of the first deputies of Karabük. This study aims to reveal the biography of Hayrettin Dilekcan, one of the first three deputies of Karabük, and the proposals, bills, committee studies and speeches he made during the 20th term of the Assembly. Hayrettin Dilekcan has signed a total of 61 proposals of the 20th Term of the Assembly; 10 proposals in the 1st Legislative Year, 10 in the 2nd Legislative Year, 30 in the 3rd Legislative Year and 11 in the 4th Legislative Year. Hayrettin Dilekcan contributed to 8 bills in the 20th Term of the Assembly. During the 20th Term of the Assembly, he served as a member of the Petition Committee, Spokesperson Member of the Petition Committee, Member of the Parliamentary Research Committee, Member of the Constitution Committee, Clerk Member of the Constitution Committee, and Member of the Joint Commission Composed of the Members of the Constitution and Justice Committees. He delivered 9 speeches in the Assembly and these speeches were as follows; The budget of the Ministry of Justice, the budget of the Supreme Court of Appeals, the proposal for early elections, the situation of those affected by the flood disaster in the Western Black Sea Region, the proposal to open a parliamentary investigation into Prime Minister Mesut Yılmaz, Minister of Public Works and Resettlement Yaşar Topçu and former Minister of State Eyüp Aşık, and the bills regarding amendments and regulations in some laws. Thus, it is thought that this study will contribute to the field of history by determining the issues on which Hayrettin Dilekcan worked during the 20th term of the Parliament, and will also shed light on the deputies who continue their duties and the deputies of the future.
