Kashmir, as being a region between India and Pakistan, has protected its existence as an important issue from 1947 up to now between the two countries. It has been proven that Kashmir issue is not a problem between just two states, with intervention of the USSR, the USA and China in the issue as well, during the UN’s attempts to solve the issue. Although the UN interfered in that problem which has caused India-Pakistan conflict, it ensured tranquility for short term but it hasn’t been able to find a permanet solution. Both states haven’t made concessions to their disputes over that region. As well as there are concrete reasons of the UN’s failure at solving that problem, these reasons are inside of a field which can be examined with theoretical bases. Along with that study, comparative analysis of liberalist and realist aspects has been carried out through the result of the UN’s solution seekings for Kashmir issue, by taking the historical process of the issue into consideration . Consequently, within the scope of these examinations it has been found out that realism which bases international system on conflict bases is more explanatory than liberalism, which has the view that the facts as interdependence in international system prevent exacerbation of conflict and upholds that actors other than state are effective.
