Design of a New Model on Technology Forecast and Foresight for the Public: Defense Industry Technology Foresight Model for the Public Policies

Abstract

The article explains the "Defense Industry Technology Foresight Model for Public Policies" that allows the use of Technology Forecast and Foresight Methods together for both the Defense Industry and the public sector. The study benefitted the data of the bibliographic research and the results of the "Delphi Query" on Unmanned Ground Vehicle Systems (İKAS) Technology Foresight. Since the purpose is to explain the model, the data was anonymized to facilitate the understanding of the target audience. With the help of data, optimistic, predicted and pessimistic scenarios in the short, medium and long term were produced, and an exemplary policy recommendation with reflections on which technologies could be invested in in the short and medium term for more effective results are presented. By the way, the article also discussed the parts of the model that may need improvement.

Kamu İçin Teknoloji Tahmin ve Öngörüsü Hakkında Yeni Bir Model Tasarımı: Kamu Politikaları İçin Savunma Sanayii Teknoloji Öngörüsü Modeli

Öz

Çalışmada Savunma Sanayii özelinde kamuda kullanılmak üzere Teknoloji Tahmin ve Öngörü Metotlarının birlikte kullanılmasına imkân sağlayan “Kamu Politikaları İçin Savunma Sanayii Teknoloji Öngörüsü Modeli” açıklanmıştır. Çalışmada İnsansız Kara Araçları Sistemleri (İKAS) Teknoloji Öngörüsü konulu “Delphi Sorgulaması” sonuçları ile yapılan bibliyografik araştırmanın verilerinden istifade edilmiştir. Amaç modelin anlatılması olduğu için veriler anonimleştirilerek sadece bir tutamak ve hedef kitlenin anlamışını kolaylaştırıcı bir ortam sunmak maksadıyla kullanılmıştır. Sunulan verilerden istifade edilerek kısa, orta ve uzun vadede iyimser, öngörülen ve kötümser senaryolar üretilmiş ve Savunma Sanayii Politikalarına nasıl yansıtılabileceğine dair örnek bir politika tavsiyesi sunulmuştur. Tasarlanan çalışmada hangi teknolojilere kısa, orta ve uzun vadede yatırım yapılırsa daha etkin sonuçlar elde edilebileceğine dair örnek tavsiyeler sunulmuş ve modelin geliştirilmeye ihtiyaç duyulabilecek yanları tartışılmıştır.
