TÜRKİYE’DE ÖĞRENCİ OMBUDSMANLIĞI: BİR ÖRNEK OLAY İNCELEMESİ

Öz

Kampüs ombudsmanı veya yaygın olarak öğrenci ombudsmanı olarak anılan kurum; kampüs sorunları ile ilgilenen, bireyler için danışmanlık veya arabuluculuk rolü üstlenen, aynı zamanda kurumlar için geri bildirim sağlayan bir mekanizmadır. Bu makalede temel olarak, Altınbaş Üniversitesi’nde 2019 yılında kurulan öğrenci ombudsmanlığı birimi üzerinden bir vaka analizi yapılmış, birimin kurum içinde iyi yönetişim prensiplerinin yerleşmesi için nasıl bir katkısı olduğu incelenmiştir. Bu bağlamda, öncelikle ombudsmanlık kavramı ve tarihçesi genel hatlarıyla ele alındıktan sonra; örgütsel ombudsmanlık uygulamalarından biri olan öğrenci ombudsmanlığının yapısı, işlevi ve gelişimi ele alınmıştır. Altınbaş Üniversitesindeki uygulamanın ortaya konmasıyla, dünyadaki örnekleri ile karşılaştırma yapılması mümkün olmuştur. Birimin etkinliğinin analizinde, Altınbaş Üniversitesi’nde kurum içi derlenen yıllık faaliyet raporu ve öğrencilerin birimden aldıkları hizmeti değerlendirdikleri anket sonuçlarından yararlanılmıştır.
