KENTLERE GÖÇÜ ÖNLEMEDE BİR STRATEJİ OLARAK ‘‘NÜFUSU KIRSALDA TUTMA’’

Öz

Küresel bir eğilim haline gelen kentleşme beraberinde yerelden küresel düzeye kadar çeşitli sorunlara neden olmaktadır. Göçü artıran nedenlerin çoğalmasıyla kırsal alanda artan göç, daha çok büyük kentlere ve metropollere yönelmektedir. Bu göç, kırsal alan kadar kentler için de önemli sosyoekonomik sorunlara neden olmaktadır. Nüfusun dengeli dağılımı büyük kentlerde aşırı birikmeyi engelleyerek bölgesel eşitsizliklerin giderilmesine katkıda bulunmaktadır. Ayrıca başta beşeri sermaye olmak üzere çeşitli şekillerde aşınma yaşayan kırsal alan üretimden, yatırımlara, altyapıdan kültürel kayıplara kadar uzanan geniş bir yelpazede zarara uğramaktadır. Bu gerekçelerle kırsal nüfusu yerinde tutmak ve büyük kentlerin daha fazla sorunla karşı karşıya kalmaması için bu maliyetleri dikkate alarak göç sürecinin yönlendirilmesi gerekmektedir. Bu noktada farklı ülkelerde nüfusu kırda tutmak veya büyük kentlerde nüfusun aşırı artmasını engelleyici çeşitli stratejilerden faydalanılmaktadır. Bunlardan bir kısmı iktidarın yapısına bağlı olarak zorlayıcı olabildiği gibi, kırsal alanı destekleyerek insanları gönüllü bir şeklide yerinde tutmayı sağlayan model veya uygulamalar şeklinde de olabilmektedir.
Çalışmada amaç farklı ülke örnekleri üzerinden kentlere göçü engelleme amacıyla uygulanan yasaklar ile nüfusun kırsalda kalmasını sağlayacak destekleme stratejilerini ve bunların etkinliğini ortaya koymaktır. Ülke örnekleri, yasaklamaların belli ölçüde amaca hizmet ettiğini ancak tam başarılı olamadığını, kırsal alana yönelik yatırım ve desteklerin nispeten nüfusu yerinde tutmaya hizmet ettiğini ortaya koymaktadır.
