Digitalization in Arctic States

Öz

Digitalization has affected every area of international relations, from economics to politics, which includes human relations. Many concepts such as blockchain, satellite internet, cyber warfare and digital diplomacy are new areas of this impact factor. The Arctic region also consists of states that have taken important steps in the digitalization process. This study includes the digitalization process in the Arctic Region. A comparative analysis of the Arctic States with other regions and among themselves was conducted. The aim of the study is to determine the levels of the Arctic States in the determined digital development areas. It is aimed to reveal the position of the Arctic Region in these digital areas compared to the rest of the world. Different digital development areas are discussed in the study: Economy, society, industry, climate, communication, security, space and politics. It has been observed that states want to use these areas as priority areas in which they want to achieve international power by performing digital transformation. A comparative qualitative analysis is created based on quantitative data as a method.

Arktik Devletleri’nde Dijitalleşme

Öz

Dijitalleşme insan ilişkilerini içeren ekonomiden siyasete kadar uluslararası ilişkilere dair her alanı etkilemiştir. Blok zincir, uydu interneti, siber savaş ve dijital diplomasi gibi birçok kavram bu etki faktörünün yeni alanlarıdır. Arktik bölgesi de dijitalleşme sürecinde önemli adımlar atmış devletlerden oluşmaktadır. Bu çalışmada Arktik Bölgesi’ndeki dijitalleşme sürecine yer verilmiştir. Arktik Devletleri’nin diğer bölgelerle ve kendi aralarında mukayeseli bir analizi yapılmıştır. Çalışmanın amacı Arktik Devletleri’nin belirlenen dijital gelişme alanlarındaki seviyelerinin tespit edebilmektir. Bu dijital alanlarda Arktik Bölgesi’nin dünyanın kalanına oranla hangi konumda olduğu ortaya çıkarılmak istenmektedir. Çalışmada farklı dijital gelişme alanları ele alınmıştır: Ekonomi, toplum, sanayi, iklim, iletişim, güvenlik, uzay ve siyaset. Bu alanları, devletlerin dijital dönüşüm gerçekleştirerek uluslararası güç elde etmek istedikleri öncelikli alanlar olarak kullanmak istedikleri görülmüştür. Yöntem olarak nicel verilere dayandırılarak mukayeseli bir nitel analiz oluşturulmaktadır.
