SHAPING PUBLIC EMPLOYEES’ AI PERCEPTIONS: THE ROLES OF DIGITAL LEADERSHIP AND INNOVATION CLIMATE

Öz

This study examines how digital leadership shapes public employees’ perceptions of artificial intelligence (AI), with innovation climate modeled as a mediating mechanism under Social Learning Theory. Survey data from 314 public employees in southern Türkiye were analyzed using structural equation modeling. Results indicate that digital leadership positively predicts both innovation climate and AI perceptions, and that innovation climate itself enhances AI perceptions. Mediation analysis shows a partial indirect effect of digital leadership on AI perceptions through innovation climate. The study links leadership and organizational climate perspectives to explain technology-related perceptions in the public sector and suggests that strengthening digital leadership capabilities and cultivating an innovation-oriented climate are critical for effective and sustainable AI adoption in public administration.
