COVİD-19 SALGINI DÖNEMİNDE KİRACI TAHLİYELERİ İLE İLGİLİ OLARAK ABD'DE UYGULANAN POLİTİKALARIN DEĞERLENDİRİLMESİ

Öz

Covid 19 salgını hayatın her alanında olumsuz etkiler yaratmıştır. Salgın hayatın ekonomik, sosyal ve politik alanlardaki yansımaları devam etmektedir. Ekonomi içerisinde önemli bir sektör olan konut sektörü de salgından olumsuz etkilenmiştir. Kiracılar salgının daha da ağırlaştırdığı konut krizinin en önde gelen mağdurları arasında yer almıştır. Diğer ülkeler gibi ABD’de salgın ortamında konut krizi ile mücadele etmiştir. Dünya ekonomisinin önemli aktörleri arasında yer alan ABD’nin Covid-19 salgını esnasında yaşanan kiralık konut krizi ve bununla bağlantılı tahliye moratoryumlarına ilişkin uyguladığı politikalar ve bunların sonuçları çalışmanın konusunu oluşturmaktadır. Çalışmada salgın sırasında ABD’nin yaşadığı konut krizi deneyimini ele alan literatürde yer alan tespitlerden ve resmi kurumların verilerinden faydalanılmıştır. Çalışma sonucunda salgın sırasında ABD’de yaşanan Covid-19 salgını kaynaklı kiralık konut sorununun çözümünde kısa vadede kira desteği gibi doğrudan yardım politikalarının uygulandığı; uygun fiyatlı kiralık konut arzını artırılması gibi politikaların ise uzun vadeli çözüm olarak ön plana çıktığı tespitlerine yer verilmiştir.

Bu çalışmanın, özgün bir çalışma olduğunu; çalışmanın hazırlık, veri toplama, analiz ve bilgilerin sunumu olmak üzere tüm aşamalarından bilimsel etik ilke ve kurallarına uygun davrandığımı; bu çalışma kapsamında elde edilmeyen tüm veri ve bilgiler için kaynak gösterdiğimi ve bu kaynaklara kaynakçada yer verdiğimi; kullanılan verilerde herhangi bir değişiklik yapmadığımı, çalışmanın Committee on Publication Ethics (COPE)' in tüm şartlarını ve koşullarını kabul ederek etik görev ve sorumluluklara riayet ettiğimi beyan ederim. EVALUATION OF POLICIES IMPLEMENTED IN THE USA REGARDING TENANT EVICTIONS DURING THE COVID-19 PANDEMIC PERIOD

Öz

The Covid 19 epidemic has had negative effects in all areas of life. The epidemic continues to affect the economic, social and political areas of life. The housing sector, which is an important sector in the economy, was also negatively affected by the epidemic. Tenants have been among the most prominent victims of the housing crisis, which has been exacerbated by the epidemic. Like other countries, the USA struggled with the housing crisis in the pandemic environment. The subject of the study is the policies implemented by the USA, one of the important actors of the world economy, regarding the rental housing crisis and related eviction moratoriums during the Covid-19 epidemic and their consequences. In the study, findings in the literature and data from official institutions regarding the housing crisis experience of the USA during the epidemic were used. As a result of the study, direct aid policies such as rental support were implemented in the short term to solve the rental housing problem caused by the Covid-19 epidemic in the USA during the epidemic, and also It has been determined that policies such as increasing the supply of affordable rental housing stand out as a long-term solution.
