FRANSA VE ALMANYA’NIN BÖLGESEL VE KÜRESEL STRATEJİLERİ VE KARŞILAŞTIRMALI ANALİZİ (2010-2024)

Öz

Fransa ve Almanya günümüz dünyasında uluslararası ilişkiler alanında en güçlü aktörler arasında yer almaktadır. Her iki aktörün de izlediği bölgesel ve küresel stratejiler dikkatle takip edilmektedir. Fransa ve Almanya’yı izledikleri stratejiler yönüyle özgün kılan en önemli unsur ise her iki devletinde ulusal kimlik ve değerleriyle beraber Avrupa Birliği’nin (AB) başat aktörü olmalarından kaynaklanmaktadır. Dolayısıyla Fransa ve Almanya ulusal çıkarlarını gerçekleştirme çabasının yanı sıra AB kurumsal yapısının güçlendirilmesi konusunda da uyumlu stratejiler benimsemek zorundadır. Bununla beraber müttefikleriyle ilişkileri de bir diğer önemli stratejik unsurdur. Sahip olunan politik, ekonomik ve askeri kapasitelerde izlenecek stratejileri doğrudan etkilemektedir. Çalışma günümüzde devam eden Ukrayna-Rusya Savaşı, Kuzey Afrika ve Orta Doğu bölgesinde yaşanan gerilim ve şiddet olaylarının yanı sıra yükselen güç Çin’e yönelik stratejik yaklaşımlarda benzerliklerin olduğu kadar farklılıkların olduğunu da göstermektedir. Ancak geniş bir bakış açısıyla her iki aktörün de ulusal çıkarlarını gerçekleştirme çabalarının yanı sıra müşterek hareket edebilme potansiyelini de uyumlu bir şekilde değerlendirdikleri görülmüştür.

REGIONAL AND GLOBAL STRATEGIES OF FRANCE AND GERMANY AND COMPARATIVE ANALYSIS (2010-2024)

Öz

France and Germany are among the most powerful actors in the field of international relations in today's world. The regional and global strategies followed by both actors are followed carefully. The most important factor that makes France and Germany unique in terms of the strategies they follow is that both states are the leading actors of the European Union with their national identities and values. Therefore, in addition to their efforts to realize their national interests, France and Germany must also adopt compatible strategies to strengthen the institutional structure of the European Union. However, relations with its allies are another important strategic element. It directly affects the strategies to be followed in political, economic and military capacities. The study shows that there are similarities as well as differences in the strategic approaches towards the rising power China, as well as the ongoing Ukraine-Russia War, the tension and violence in the North Africa and the Middle East region. However, from a broad perspective, it has been observed that both actors harmoniously evaluate the potential for joint action as well as their efforts to realize their national interests.
