Kadro Hareketi’nden Günümüze Kalkınma Yaklaşımı: Devletçi Girişimcilik, Kuramsal Süreklilikler ve Çağdaş Ayrışmalar

Öz

Kadrocuların sınıfsız bir toplum yaratma iddiasını, devletin girişimci kapasitesiyle harmanlayan kalkınma anlayışı, ekonomik alanı, toplumsal dönüşümün kurucu mekânı hâline getiren planlamacı bir vizyonla bütünleşmiştir. Bu nedenle Kadro, yalnızca erken Cumhuriyet’in politik ekonomi tartışmalarına eşlik eden bir entelektüel yönelim değil, Türkiye’de kalkınma söyleminin nasıl kurulduğunu, hangi normatif dayanaklara yaslandığını ve hangi ideolojik sınırlar içinde yeniden üretildiğini sorgulamak için güçlü bir teorik mercek sunmaktadır. Buradan hareketle makale, Türkiye’nin erken Cumhuriyet döneminde şekillenen iktisadi kurgusunu, devletçilik ekseninde örgütlenen kalkınma ve sanayileşme stratejilerinin ötesine geçerek Kadro Hareketi üzerinden yeniden yorumlamaktadır. Çalışmanın temel amacı, Kadro’nun bu devletçi kalkınma kurgusunu çağdaş kalkınma yaklaşımlarının çoğulcu ve parçalı teorik evreniyle karşılaştırmalı biçimde tartışmak; böylece tarihsel sürekliliklerin hangi eksenlerde korunduğunu, hangi noktalarda ise belirgin kırılmaların ortaya çıktığını görünür kılmaktır. Sürdürülebilirlik, çevresel sınırlar, girişimci devlet, neo-kalkınmacı yönelimler, ulusal inovasyon sistemleri ve post-kalkınmacı eleştiriler gibi güncel tartışmalar ışığında yürütülen analiz, erken Cumhuriyet’in iktisadi mimarisini bugünün kalkınma söylemini hâlâ şekillendiren bir entelektüel miras olarak ele almaktadır. Bu çerçevede makale, Türkiye’nin kalkınma paradigmasının uzun erimli dönüşümünü anlamak için yeni bir tartışma zemini sunmaktadır.

From the Kadro Movement to Contemporary Development Approach: State-Led Entrepreneurship, Theoretical Continuities, and Modern Divergences

Öz

The Kadroists’ vision of development was an attempt to fuse the aspiration for a classless society with the entrepreneurial capacity of a state coalesced around a planning-oriented project that rendered the economic sphere the primary site of social transformation. For this reason, Kadro is not merely an intellectual tendency accompanying the political economy debates of the early Republic, it constitutes a powerful analytical lens through interrogate how Türkiye’s development discourse was constructed, which normative foundations it relied upon, and within which ideological boundaries it was continually reproduced. Building on this premise, the article reinterprets the economic architecture of the early Republican period through the prism of the Kadro Movement, moving beyond the conventional reading of state-led industrialization and development strategies. The central aim of the study is to examine Kadro’s statist developmental framework in a comparative dialogue with the plural and fragmented theoretical landscape of contemporary development approaches. In doing so, it identifies the axes along which historical continuities are preserved and the points at which significant ruptures emerge. Drawing on contemporary debates surrounding sustainability, planetary boundaries, the entrepreneurial state, neo-developmentalist perspectives, national innovation systems, and post-development critiques, the analysis approaches the economic design of the early Republic not as a closed historical episode but as an intellectual legacy that continues to shape Türkiye’s developmental imaginaries. Within this framework, the article offers a renewed conceptual ground for understanding the long-term transformation of Türkiye’s development paradigm.
