An analysis of “using a single integrated framework” while “covering enterprise end to end” over regional development agencies as a specimen for public sector in Turkey

In Tukey for regional development agencies (KA) it is said to have 43 problems defined by State Auditing Board (DDK) in a report issued in 2014. In this study, 4 out of the 43 amongst the mentioned problems which are insufficiency of regional plans and related legislation; lack of performance indicators and their inconformity; conflicting internal regulations and lack of modules of management information systems (KAYS) have been taken under scrutiny for root-cause analysis. Many of the problems in the DDK report were also included in the TCA General Evaluation Reports, which were published in later years. Here in this study it is argued that the underlying problem of the problems investigated is lack of integrative and holistic approach. Therefore, COBIT-5 framework that put forward the basic principles of “Using a Single Integrated Framework” While “Covering Enterprise End to End” for an MIS is used in the analysis and it is defined that the COBIT-5 framework is applicable at regional development dynamics.

Kurumsal Uygulamalarda Tekli Çerçeve ile Kurumun Baştan Sona Kapsanması: Türk Kamu Sektörü Örneği için Kalkınma Ajansları Üzerinden Bir Analiz

Öz

Türkiye’de 26 adet bölgesel kalkınma ajanslarının (KA) 43 temel sorununun olduğu 2014 yılında Devlet Denetleme Kurulu (DDK) tarafından hazırlanan bir inceleme ve araştırma raporuna konu edilmiştir. Bu araştırmamızda, bahsi geçen sorunlardan dört tanesi olan; bölge planlarının ve ilgili mevzuatın yetersizliği, performans göstergelerinin yetersizliği ve uyumsuzluğu, iç mevzuatın uyumsuzluğu ve KAYS modüllerinin eksik bırakılması incelemeye alınmıştır. DDK raporunda geçen sorunların pek çoğu daha sonraki yıllarda yayımlanan Sayıştay Genel Değerlendirme Raporlarında da konu edilmiştir. Araştırmamızda bahsi geçen sorunların temelde kurumun kapsayıcılığı ile uygulamada tekli çerçeve kullanılmamasından kaynaklanabileceği iddia edilmiştir. Bu nedenle de kurumun baştan sona kapsanması ve bir YBS için tekli bütünleşik bir çerçevenin uygulanması gerekliliğini ilkesel olarak ortaya koyan COBIT-5 yaklaşımıyla KA sorunları analiz edilmektedir. Araştırmamızda kapsayıcılık ve tekli çerçevenin KA dinamiklerinde uygulanabilirliği ortaya konulmaktadır.
