Does Türkiye Converge to the Maastricht Criteria? Nahar and Inder Approach

Öz

Although the Maastricht Criteria were first set as the conditions for accession to the Economic and Monetary Union, today they stand out as economic criteria that candidate countries must achieve. This study analyzes the convergence of Turkey to the Maastricht Criteria between 1990-2021. ADF Unit Root Test Method and Nahar and Inder (2002) approach are used in the study. The reason for using the Nahar and Inder (2002) method in the study is that this approach has not been used before in studies testing Turkey's convergence to the Maastricht Criteria. As a result of the study, despite convergence to the inflation criterion, the fact that the criterion is still not met, the convergence of government debt and the divergence of budget deficit are considered negative for the Turkish economy in terms of convergence to the Maastricht Criteria.

Türkiye Maastricht Kriterlerine Yakınsıyor mu? Nahar ve Inder Yaklaşımı

Öz

Maastricht Kriterleri ilk olarak Ekonomik ve Parasal Birliğe katılım şartları olarak belirlenmiş olsa da günümüzde aday ülkeler için ulaşması gereken ekonomik kriterler olarak öne çıkmaktadır. Bu çalışmada Maastricht Kriterleri’ne Türkiye’nin 1990-2021 yılları arasında yakınsama analizi yapılmaktadır. Çalışmada ADF Birim Kök Testi Yöntemi ile Nahar ve Inder (2002) yaklaşımı kullanılmaktadır. Çalışmanın amaçlarından birisi Türkiye’nin 60 yılı aşan AB üyelik sürecinde ekonomik önkoşul olan Maastricht Kriterleri’ne göre performansını incelemektir. Çalışmada Nahar ve Inder (2002) yönteminin kullanılma nedeni, Türkiye’nin Maastricht Kriterlerine yakınsamasını test eden çalışmalarda bu yaklaşımın daha önce kullanılmamış olmasıdır. Çalışmanın sonucunda enflasyon kriterine yakınsamasına rağmen kriter hala karşılanamaması, devlet borcunun yakınsaması ve bütçe açığının ıraksaması sonucuna ulaşması Türkiye ekonomisi için Maastricht Kriterlerine yakınsaması açısından olumsuz değerlendirilmektedir.
