MALİYE POLİTİKASI UYGULAMALARININ KORUYUCU SAĞLIK HIZMETLERİ ÜZERINDEKİ ETKİSİ: TÜRKİYE-AVRUPA BİRLİĞİ ÜLKELERİ ÜZERİNE BİR DEĞERLENDİRME

Öz

Dünya Sağlık Örgütü (DSÖ), sağlığı yalnızca hastalık veya engellilik hâlinin yokluğu değil; fiziksel, ruhsal ve sosyal açıdan tam bir iyilik durumu olarak tanımlar. Bu anlayış, sağlık hizmetlerinde tedavinin yanı sıra koruyucu uygulamaların da önemini ortaya koymaktadır. Aşılama, erken tanı taramaları, halk sağlığı eğitimi ve çevresel sağlık hizmetleri gibi koruyucu sağlık hizmetleri, bireyler hastalanmadan önce toplum sağlığını güvence altına almayı hedefler. Bu hizmetlerin çoğu, devlet tarafından ücretsiz olarak sunulmaktadır. Ekonomik açıdan sağlık yarı kamusal bir mal olarak değerlendirilse de, koruyucu sağlık hizmetlerinin eşit ve ücretsiz sunumu, onu saf kamusal mal niteliğine yaklaştırır. Bu çalışma, Türkiye ve AB ülkelerinde maliye politikalarının koruyucu sağlık hizmetlerine etkisini dinamik panel veri yöntemiyle analiz etmekte ve kamu maliyesinin toplumsal refah üzerindeki belirleyici rolünü ortaya koymaktadır.

THE EFFECT OF FISCAL POLICY IMPLEMENTATIONS ON PREVENTIVE HEALTH SERVICES: AN EVALUATION ON TURKEY-EUROPEAN UNION COUNTRIES

Öz

The World Health Organization defines health as a complete state of physical, mental, and social well-being. This emphasizes the importance of prevention alongside treatment. Preventive services—such as vaccination, early screenings, public health education, and environmental measures—aim to protect health before disease occurs and are often offered free by the state. Although health is generally seen as a quasi-public good, when preventive services are provided equally and freely, they resemble a pure public good. This study examines how fiscal policy influences preventive health services in Turkey and EU countries, using a dynamic panel data approach. Findings suggest that fiscal policies play a key role in strengthening prevention-based health systems and promoting public welfare by supporting access, equity, and efficiency in health service delivery. .
