Belirsiz Kriter Ağırlıkları Altında OECD Ülkelerinin Dijital Gelişimlerinin Değerlendirilmesi

Öz

Dijitalleşme çağımızın kelimesidir. Bu çalışmanın amacı belirsiz kriter ağırlıkları altında dokuz OECD ülkesinin dijital gelişimlerinin değerlendirilmesidir. Bu kapsamda basit toplamlı ağırlıklandırma yöntemi (SAW) belirsiz kriter ağırlıkları için genelleştirilerek yeni bir çok kriterli karar verme (ÇKKV) yöntemi önerilmiştir. Önerilen yöntem belirsiz kriter ağırlıklarıyla basit toplamlı ağırlıklandırma yöntemi (U-SAW) olarak adlandırılmıştır. Çalışmada OECD’nin belirlediği kriterler baz alınmıştır ve en güncel OECD verileri kullanılmıştır. Yapılan analizin sonucunda ağırlığı en yüksek olan kriter, güven olarak bulunmuştur. Dijital gelişimi en yüksek olan ülke Finlandiya’dır. Sürdürülebilirlik, dijital gelişim gibi objektif bakış açısına ihtiyaç duyulan analizlerde U-SAW’ın iyi bir tercih olabileceği sonucuna varılmıştır.

Assessing the Digital Developments of the OECD Countries Under Uncertain Criteria Weights

Öz

Digitalization is the word of our age. This study aims to assess the digital development of nine OECD countries under uncertain criteria weights. In this context, a new multi-criteria decision-making (MCDM) method has been proposed by generalizing the simple additive weighting method (SAW) for uncertain criteria weights. The proposed method is called the simple additive weighting method with uncertain criteria weights (U-SAW). The study is based on the criteria determined by the OECD, and the latest OECD data is used. As a result of the analysis, the criterion with the highest weight is found to be as trust. The country with the highest digital development is Finland. It is concluded that U-SAW could be a good choice for analyses that require an objective perspective, such as sustainability and digital development analyses
