Through the activities that we have conducted and accomplished so far in accordance with the Resolution numbered 660 -accepted by the Higher Council of the Preservation of Cultural and Natural Assets on November 5th, 1999- as the Directorate for the Conservation of Historical Environment at Istanbul Metropolitan Municipality, it’s aimed to preserve and develop both the historical urban structure and our public memory, while strengthening the cultural identity and improving the city quality.Today, the inventory of our immovable cultural properties, whether they are standing or not, should be considered in both historical process and continuity, as a whole. For the restoration projects and implementations of these properties, priority should be given absolutely to the existing ones. However, the inventory of the lost immovable cultural assets and their projects should also be completed and an adequate programme for the implementation should be determined in this process. The context of this article was formed by the definition of ‘reconstruction’ in the Resolution numbered 660 as mentioned above and the criteria applied in survey, reconstitution and restoration / reconstruction projects of civil architectural examples in Süleymaniye -located in Fatih district accepted as the heart of Istanbul called Suriçi and also referred as Nefs-i İstanbul in Turkish culture and declared as a renovation site by the Council of Ministers- in accordance with the current national legislations and decisions of the Preservation Boards
