Singapore as Southeast Asia’s Potential Digital Tiger: AI Strategies at the Crossroads of Digital Sovereignty and Interdependence

This article examines the artificial intelligence strategies pursued by Singapore, the technology pioneer of Southeast Asia, in the context of digital sovereignty and interdependence theory. At this point, the main research question is based on whether Singapore’s artificial intelligence strategies are developed along the axis of digital sovereignty or interdependence. The main thesis of the study is that Singapore’s artificial intelligence strategies are based neither entirely on digital sovereignty nor entirely on interdependence; rather, they point to a hybrid and pragmatic strategy that simultaneously embraces both of these orientations. In this study, created using the descriptive analysis method, it is argued that Singapore’s strategies in the field of artificial intelligence are, in the traditional sense, a multi-faceted adaptation and balancing process rather than a project of complete digital dominance. In other words, Singapore’s artificial intelligence strategies progress on the balance established between digital sovereignty and interdependence. Furthermore, this search for balance, viewed through Singapore’s artificial intelligence policies, is not only an analysis of a country’s technology policies; it also reveals the need to rethink concepts such as sovereignty, dependency and state capacity in the digital age. In this context, the study sets out to contribute to both theoretical literature and the practice of digital politics. Additionally, it is anticipated that examining the Singapore model in comparison with other small states in future studies will be beneficial for a deeper understanding of the governance dynamics of the digital age.
